Add python3-launchpadlib for apport.

BTW @tsimonq2 I just wanted to run this past you because sometimes the seeds are a bit of a mystery to me. Though my concern arose from it not being in live, I also want in the installed system. That said, it seemed to make the most sense to have it there and live would pick that up, too. Right?

Yeah, you did the right thing here.

I would be curious to see why it's not already a depend of apport though, and while I'd agree we're too close to release to hunt that particular thing down, this works for the time being.

Could you create a 19.10 task/open a bug on Launchpad to explore this?

So it looks like it was once a depend but because of the whole Python2/3 business it got demoted while that was sorted out. Bug filed and talked to Brian Murray and he's willing to accept a merge proposal.

That's fine. Please attach a debdiff to that bug report and remind me first thing next cycle, and merge this.
