Discussion within the Council has happened today, and we are going to alter the process for account creation here on Phabricator.

We are going to lock down user registration so that only administrators can create users right now. This is due to an influx of spammers.

As a result, we need to have a post made to indicate to users that if they intend to contribute on Phabricator, they need to email the lubuntu-council@lists.ubuntu.com address and request a Phabricator account, including username desired, and the justification for their request for an account. This process will need documented and made available here for users to refer to.
