Digging, it's the zh-hans language support. in the seed. Drop that and we should be able to drop Py2 as a dependency.
FYI: T167 is not related to this patch. You do *not* need to include T167 if you only pull environment stripping in. If you intend to pull in the C locale enforcement that prompted the security patch in T167 (from upstream's pull number 46 which introduced it) then you need T167. Otherwise, T167 is "Not An Issue" upon investigations.

*kicks back at @tsimonq2* We need a generic "Under Construction" or "Under Development" page first before I can reliably do that kind of redirection. At least if we don't want it to look like a standard 404.

After having to do surgery to the system (read: @tsimonq2 needs to start realizing a lot of things already exist in the repos and are better than using pip to install SOME THINGS, and I had to install a few extras too), and surgery to the settings.py for Weblate and set up its virtualenv again (start over but copy over Lubuntu specific configs from the old), https://translate.lubuntu.me/ is now up and running again.
@tsimonq2 asked me to nuke and rebuild Weblate. Note we'll be using a Postgres backend, as well as the UWSGI application to run it. This isn't that hard to set up and deploy, and I'll write up steps to get it working as well for future uses. (More to add soon...)

Postfix on the system should now be up and running. Since the system is now properly sending messages into Phab through test messages, we're now waiting on Canonical to update the mail relay to send messages going to firstname.lastname@example.org here into the Phabricator instance.
